HOW TO INVESTIGATE ANYONE AT ANYTIME FROM ANYWHERE.
We will now view the situation from a worst case scenario say the plumber gave you the uncomfortable eye during a repair. Perhaps the communication technician’s conduct was not appropriate in your eyes, as he moseyed around your hallways looking for the “bathroom.” Maybe the satellite installer violated company policy by offering you a discounted service that would benefit only them. Many businesses often conduct an employee check, but sometimes they do not. When eerie individuals cross your path, you may choose to take a different plan of action. Being able to find out anything about anyone would certainly ease the worry of allowing strangers into your home.
One may have some legitimate concerns about accessing records and conducting their own background check. Some may think this cannot be done because of all the required forms and possible penalties. Be assured that it is 100% legal to attain background checks and public records information. You have the right to find out about anyone at anytime. Finding the right service to perform this type of search is the real issue.
TRUTHS ABOUT RECORD CHECKS
When performing your search, be aware that no database will allow you to instantly access ALL criminal records. This function is strictly limited to the FBI. These records are mainly off limits, with the exception of federally insured banks, nuclear power plants, and various branches of the government. Many services may claim to have access to these extensive databases, but that is a topic certainly worth arguing.
Many services advertise that they are capable of accessing criminal records anytime from everywhere; some claim anytime, anywhere and anyone. Choosing a company that advertises the capability to find out anything about anyone at anytime is one you would prefer.
Several services freely use the word “nationwide” for promotion. In actuality, with the exception of a few companies, these searches are typically limited in capability and falsely advertising. There are a few companies that have contracts with government departments to provide the background check information to the general public.
You can also conduct your own people search investigation to find out about anyone. Search engines are a powerful tool that scans all web pages for relevant information linked to a person’s name. With a bit of time and diligent research, you can uncover the background information and find out about anyone.
There is simply one thing you cannot get enough of these days: safety. Though it is very common to allow a stranger inside of your home to make a service call, you have the right to remain weary. Never feel guilty about conducting your own private search on anyone. Public records are available for you to access at anytime. Make the most these rights and use them whenever you feel the need to protect yourself.

Access Online background check information while you still can.
ACCESSING PUBLIC RECORDS FROM HOME WHILE ITS STILL PUBLIC ACCESSIBLE.
We all seem to be a more cautious these days, and with all of the violent events that have occurred in the past few years, there is a certain need to protect ourselves.
The crucial details you are eager to learn are available, more readily now than ever before.Perhaps you are curious about the neighbor who runs back and forth to his car at all hours of the night, or suspicious of a state representative’s background. Though it is unknown to most people, local, state and federal agencies have been storing increasing amounts of public database records online, a process that began in the mid 90's.
Driving records are accessed more frequently, based upon insurance policies and certain jobs.Criminal background and employee checks have without a doubt been performed on a regular basis since 9/11 and the recent Iraq war. Seemingly harmless individuals in the community make the news for acts of violence we never new existed within them. Government officials we elect are not holding true to their claims, as we learn more unsettling facts about their past.
Finding public records
Public records in each state can easily be accessed from your very own home. A computer and internet connection helps you access these public records in two ways: Jurisdictions may post records on government powered sites, making them available for a reasonable price or sometimes even for free. Many states have websites that provide you with almost instantaneous access of all the public records, court records, driving records, and criminal backgrounds of their residents. The second way to accessing public records is through comprehensive databases, where agencies and court officials also negotiate public records to online information compilers and
brokers. The latter method is generally more in-depth, as well as easier in saving you time and energy.
Access information while you still can
The freedom of public records is created on the general public’s behalf. Criminal records and background checks were made available for citizens and businesses to stay abreast of the reality of other people, ranging from elected politicians down to modest civilians. As these public records splurged onto the internet, the public has even more opportunity to hold others accountable with documented proof.
However, the act of accessing public records via the internet has recently been debated. These records can expose a great deal of personal information about individuals. Here are a few examples of how public access records attained through the courts may not appear partial.
-Family court battles can be accessed through public access. This could expose sensitive information about children. Heated debates amongst spouses are typically fueled by emotion and may or may not be true.
-Crucial information from high profiled criminal cases can be leaked via public records. They contain documented statements from witnesses and victims that could possibly put them in the risk of danger.
Government and court officials are said to be working diligently on solutions to regulate the access of public files. Limiting the content online is where they wish to start, but there are some public records that should be accessible by the general population for security purposes. When it comes to the security of your family, accessing public records online is a great way to empower yourself with knowledge and information.

Myspace and face book are dangerous places without the right tools
With the unimaginable rise in people using, surfing and though I am loath to say it, preying and lurking on facebook and myspace, you need to protect yourself. There are tools on the Internet for free that can make your social community online experience much safer. By using background check websites and ip address trackers, not to mention proxy applications, you can find out who the stalker perverts are with minimal effort. We have all been witness to the rise in online predators that cover the face of the newspaper and splash across the evening news. This is not our parent’s times, this is a new and infinitely dangerous time we live in. We almost need to replace the “welcome” mats in front of our doors with a plaque the reads “never trust nobody.” It is hard to keep yourself and family safe in this highly technological time we live in.
Back when I started online a background check on the average citizen was nearly impossible for the average person. You almost had to meet in an alleyway with federal agents or unscrupulous individuals and pay them an attaché case full of money, like in a cut-rate thriller in Hollywood. Now what was out of reach for the average citizen is free, easy and accessible to anyone with a computer and a phone line. It took me tracing my daughter’s ex-boyfriends IP address to the same city and area as me, she really thought he was the average emailer from school or something. He may have been innocently playing the “secret admirer” role to win back her love, or he could have been a weirdo who couldn’t let go. It was nice to be made aware though. What if it was a complete stranger? I run background checks on every one of her friends and turn up a lot of useful information. You can never be sure who has a criminal record or for what offense. Call me nosy but I call myself a great parent who recognizes that I am smarter, less impulsive and more experienced than my children.
I am only their friend when I am not busy being their parent.
So guard yourself and your family against online threats by doing these basic things. Take advantage of IP checking websites, they are free and they can help you narrow down your search and provide useful information of who and where your kids are communicating online. They can also help you find a pervert that sends you strange email.
Use background check websites, this is the fastest and easiest way to know who you or your kids are dealing with. There are a few good ones out there and many, many, many…. Bad ones. One I have great confidence in is the ones over at Net-detective because I can lookup anyone at anytime as many times as I want for less than $10 a year. They showed me a bunch of really cool tricks like caller id tricks and email masking techniques. All this is in addition to the regular phone, email, license plate and telephone and social security number lookups. They really are worth the time if you spend allot of time on myspace and/or face book. Why not protect yourself?

Employee arrest makes CSU make background checks Mandatory.
FORT COLLINS – Colorado State University is instituting a new background check policy a day after an employee was arrested for multiple sexual assaults and burglaries.
Samuel Kase White, 30, was arrested Monday night for sexual assault and burglary in two separate cases. Fort Collins Police say both incidents happened on September 28.
White was an administrative assistant in CSU's human resources department and had some access to personnel information, according to the university. He was hired last April.
The CSU policy change will now require background checks for all new hires and for those being promoted. The old policy only gave background checks to new hires who had access to financial information or dealt with children or dorms. Read More

The best way to control road rage. Keep your drivers license and sanity.
"...So i'm driving on the expressway today on my way home from dropping my wife off. I am merging onto a not so bad traffic situation and here comes this car across three lanes to cut me off. I actually had to go off onto the shoulder of the road to keep from being hit in the side. Of course i nearly lost my mind, i started cussing and -sorry to admit it- chasing the guys in the offending vehicle. I was well into a plan of action of what i would do when i finally caught up with them. What had sparked this abnormal surge of anger was that one of the guys actually gave me the finger when they were abreast of me. I had my doubts about the term temporary insanity up until that point but after i trul believe in it. I think that was a moment where i was no longer completely sane. I just kept think, what if my kids would have been in the car or what if my wife or daughter were driving?
Here i am 43 years old with a wife and 3 kids in college and one in middle school, racing down the highway at speeds up to 80+ MPH neither paying attention to or aware of anyone other than me and that rustybucket full of boozers that i was chasing after, only one thing kept me from making a almost certain life changing decision. My cell phone rang. I answered and it was my wife calling to tell me something she had forgotten to mention before getting out of the car at work. The first thing she said was "whats wrong with your voice?" And "why'd it take so long for you to answer? I called 4 times and only got the voice mail, i was well on my way to getting worried." Well that calmed me right down and i aborted pursuit, isn't that what the police call it? My wife listened to my explanation and explained a bunch of things that i already knew. The thing i remember most is that after i had huffed and puffed in an attempt to defend my loss of control (for lack of a better phrase) My wife said calmly, "why don't you just remember the license plate number and do a background, license plate check on the driver, and when you find him send him a letter or a worst driver ever card? Well she made me feel very silly in under 30 seconds, she also found a great way to let an idiot know that they are an idiot, me and the reckless driver. Thanks for your great product, you may have saved my life, i know you probably saved my license" Bob,C, West allis, Wisconsin
this is my all-time favorite customer email that i have received in the 5 years ihave been doing this and i just want to say to the senders wife, "way to go!" women are so much smarter than us mere men. Admin

Reverse phone number search can find out whos on your spouses phone.
THE REVERSE CELL PHONE SEARCH: Keeping An Eye On Your Spouse
You and the hubby sit comfortably in front of the fire while watching a romantic movie. His cell phone rings, yet he ignores it as if nothing happened. You inquire about the call, and he blows off the incident as nothing. A few more minutes elapse, and the phone rings again. On this occasion, your husband states that he needs to take the call in private, leaving you alone with an idle mind. He does not return right away and curiosity begins to burn deep inside of you. What is the big secret? Who is he talking to?
Your husband finally returns, hesitant to speak, but eventually fumbles what resembles an excuse. The two of you continue the movie in silence, as your mind continues to wander. After the ending credits, he is quite anxious to leave your presence. Self consciously, you are drawn to the cell phone left he left sitting on the carpet. Eager to learn more about his strange behavior, you pick it up and search through the most recent phone numbers. Impulse forces you to dial the last one. Your heart beats with uncertainty as the phone rings. Someone picks up on
the other end, yet there is mutual silence. Finally they hang up, leaving you with a bothersome dial tone.
Instantly, you assume the worst; your husband is cheating. You dash to the home office with haste. Vigorously you dig through the file cabinet in search of your most recent bill. You examine your cell phone records and find that the mysterious number has repeated activity. Now your mind begins to race, thinking of ways to trace that cell phone number to a specific name, preferably the woman who is claiming your husband’s extra time.
Many women panic in this situation. They instantly think to tail their husband’s every move by hiring a professional private investigator. The information on background checks you were trying to find.
ACCESS YOUR STATE’S CRIMINAL RECORDS
Once upon a time, gaining access to state records was challenging. The historically primitive research methods took you through a grueling process through bureaucratic red tape. Requesters were required to contact state officials in advance. From there, a custodian would be appointed to handle the request. While calling ahead was always more time efficient, the overall process was normally a lengthy one.
With paperwork, a registered citizen had to request to simply view records or obtain a copy. When approved, you would receive a huge stack of documents, including all the driving and criminal records you did not need. From there, state custodians would have to help you determine which agency held the piecemeal records.
Thankfully, accessing state records these days is a much easier task. States have made their procedures more streamlined, largely due to the increased demand of background checks; most employers require employee checks in order to carefully screen probable candidates for the job. They search criminal records for prior felonies and patterns of behavioral crimes. Many companies pay a great amount of money to researching agencies that can access criminal records. These researchers also have other methods of finding criminal information, which makes their services very valuable.
Accessing national and state records
Accessible criminal records can divided into four categories. These public records include arrest and court records, correction records, and repository records. Though an arrest record may eventually lead to a felony conviction, it can be accessed through the sentencing. Anything exceeding that may result in penalty of the search.
A very small number of databases hold complete background information on a nationwide scale, and most of them are not publicly accessible. As is stands now, the FBI holds rank as the only entity capable of legally containing these criminal records. The public can access some parts of the FBI database, but mostly the records for the high profiled criminals, including information on convictions and high-risk felons.
However, the public can access state public records, which are a very useful tool for the individual and employer. Although these public records are limited, they can still provide illuminating information for a potential employer. However, the limited scope may be a drawback for a company looking to pry deep within the criminal records of a prospective employee.
The procedures to access state records vary between each state. Some states have an online system that provides you with almost instantaneous access to state records, while others have paperwork that you must complete and mail.
By accessing state records, a person can obtain the following information, depending upon each state government:
• Criminal history records
• Pending court charges
• Pending arrests
• Conviction information
• Sex offender registries
• Inmate searches
• Child abuser registries
Most states have free access to sexual offender databases. It is shocking to learn how many sex offenders live in each city, in every state throughout our country. These sex offenders look like “normal” people, casually strolling through the neighborhood and grocery story. With the increased access children have to the internet, combined with the rise in sex offender rates, accessing state records can help parents protect their children and neighborhood.

Having the ability to access state records is very important in today’s society. Whether it is finding the right candidate for the job or combing your neighborhood for predators, this is a method of safety that should certainly be routinely performed.

Google Earth and Public Records: Learn anything, find anybody, instantly.
In today’s world it is possible for average civilians to find out just about anything about anyone from the comfort of their own home using Google Earth and Public records.
Finding a person or a long lost loved one has become much more possible that ever before with the gathering and offering of public records to the public at large. You can join a background check website and find out addresses by typing in telephone numbers or license plates numbers the same way that law enforcement and movie spies have been doing for decades, the information available is mind boggling. And after finding that address through public records you can now plug that address into Google earth and actually see the address in question. Welcome to the modern world of civilian espionage.
In the last 10 years the internet has opened up so many lines of research unheard of for civilians just a few years ago that right now it is possible to locate virtually anyone. Paid background check services do not offer any information that is not obtainable through the use of free search tools and websites, what they do offer is consolidation of these sources into one convenient location or tool. Where before it took 30 hours of intense searching and sorting, assuming you knew what and where to look, now you can search all the relevant sources with just one click. This is an awesome advancement in technologies.
Google earth if you have never heard of it, though I can’t see how that is possible unless you never watch the news weather report or go online, is responsible for letting you see your house or any house from space. It is also the main ingredient in the google maps phenomenon. The technology is amazing and free, and works great in tandem with online background check services. But of course as with anything on the web or in the real world, you must be careful to find a reliable website to sign up for. I have been doing the public records thing for over 5 years and as I tell my visitors, always check the testimonials. And as for Google earth, which I think is the biggest breakthrough in software in the last few years, you can get it free in the Google pack in this blogs sidebar for free. And if you are interested in the learning more about background check services just click the link below to learn more or learn how to obtain admittance.

Women More Likely to Snoop Than Men, High Tech snooping rises.
In the new film, Little Black Book, Brittany Murphy's character engages in some high-tech snooping on her new boyfriend. Based on this scenario Date.com, an online dating service, asked its members: Have you ever snooped on your partner? Women were more likely than men to snoop with 30 percent admitting to doing it "once or twice" compared to 25 percent of men. A bigger gap opened among those who answered "That's not my style". This was the choice of 34 percent of men compared to only 20 percent of women.
The justification for women to snoop however, could stem from the fact that 22 percent of them answered: "I have snooped, and found out information that ended the relationship." Only 14 percent of men chose the same answer. More men, 21 percent, than women, 16 percent, admitted to being tempted to snoop but not going through with it. The remaining 12 percent of women and 7 percent of men answered: "I regularly go undercover. You never know what you might find."
"The Date.com results show that when women's intuition meets distrust, relationships can be put into jeopardy", said Brenda Ross, relationship advisor for Date.com. "We also have to realize that many people snoop when they already suspect their partners are up to no good", she added.
And with the latest wave of user friendly online background check services this snooping has gone High Tech.

Nursing home abuse on the rise, background check may save your loved ones.
(CBS) She loved to cook. Thanksgiving was her favorite.
When her mother developed severe dementia, Sandra Banning was forced to take the painful step of putting her in a nursing home.
"It was like taking your best friend and just saying, 'I'm sorry I have to do this,'" says Banning.
She thought her mother, Virginia Thurston, would be safe at Southwood Nursing Center, until the night she was sexually assaulted by another resident: 83-year-old Ivy Edwards, as CBS News Correspondent Vince Gonzales reports.
"He had taken his wheelchair and lodged it up underneath the door so no one would interrupt him," says Banning.
She had to take her 77-year-old mother to be tested for sexual assault.
"Tears were rolling out of the corners of her eyes," says Banning.

How important is a criminal background check when hiring or renting or buying a house?
This is important. When you are making hiring decisions, Conduct background checks. If an employee breaks the law while performing his or her duties for your company, you may be held liable. Conducting a background check can help determine if an applicant has a criminal history, and can help insulate you against possible lawsuits. You might need a bit more information than your applicants provide. After all, some folks give false or incomplete information in employment applications. And workers probably don't want you to know certain facts about their past that might disqualify them from getting a job. Generally, it's good policy to do a little checking before you make a job offer.
Background check is an amazing new tool that allows you to find out "EVERYTHING you ever wanted to know about your friends, family, neighbors, employees, and even your boss!" You can even check out yourself. It is all completely legal,Background search and you can do it all in the privacy of your own home without anyone ever knowing. It's even better than hiring a private investigator.
A criminal background check is a method to investigate the criminal history of a person. With a criminal background check, you get information about a person’s involvement with the judiciary arm and law enforcement, which is all recorded in his criminal record or rap sheet. Specifically, a criminal background check will tell you about his arrests, consequent sentences and convictions if applicable, cases which have been dismissed, not guilty verdicts, registration on sex offender lists, parole and probation standings and infringement of these if applicable, bench warrants, escapes, and so on.
Performing a criminal background check has proven to be extremely valuable and worth its while, especially in circumstances where you want to screen a person applying for a particular job, be it for a small or big company. Other similar instances would include performing a criminal background check on a current employee who is up for a promotion or a raise, or perhaps applicants for jobs of a more private or delicate nature such as babysitter, house help, personal assistant, property caretaker, bodyguard, stock broker, personal accountant, personal manager, and the like. Still, you will also want to do a criminal background check on a person or persons seeking to rent or lease a particular property which you’ve put up in the market, such as a house or a commercial space.

Background check shocker mix up
They say your past always catches up with you in the end - something one Sue Jones of Grand Junction, Colorado, can certainly attest.
Jones got a job with grocery store chain City Market, but a background check quickly came back with a "do not hire" flag, as Colorado's 11 News explains. The reason? Multiple charges "including a prior felony for drug possession and a misdemeanor for gambling" - the former involving substance abuse with Bugs Bunny and Porky Pig.
Jones was placed on administrative leave while 11 News pulled the court files relating to Jones's sordid past. It quickly discovered that while Sue Jones did indeed appear as the plaintiff, the date of birth given didn't match the real Sue Jones, the papers contained "no social security number or other identifying information that would have tied the cases to Jones", and the defendants were identified as Porky Pig, Bugs Bunny, and Elmer Fudrucker.
In fact, the papers were entirely ficticious "test" cases, marked as such, and designed as "practice for people working in the court system". Mary Perry, the Clerk of the Court for El Paso County, explained that "they often use arbitrary names for test cases", something which seems to have escaped background checking outfit General Information Systems (GIS) of South Carolina.
The company's executive vice president, David Bartley, told 11 News that GIS "pulls cases and reports it to employers but didn't want to comment on what happened in this particular instance until he read the cases and information".
11 News duly faxed Bartley the offending documents, but he "never called us back with a comment". GIS did, however, admit that such cases "are rare and people can dispute the findings to clear their name". It admitted "there is no system to track these kinds of errors".
The real Sue Jones, meanwhile, disputed the records and is now back at work. City Market said it would "look into what happened and possibly make a complaint with GIS".
This is a funny story about what can happen when you use a untested Background check service. Thats why you should use the tried and tested service i recommend below. $29 for 3 years unlimited searches. Give a membership for christmas, it will be the best gift you have ever given or received.

Best way to find someones address by using phone number
Finding people or an address using their phone number is no longer as complicated as it used to be. Gone are the days when you had to hire a private investigator just to find out who a particular phone number belonged to. These days, there are large publicly accessible databases where you can go to look up phone numbers, license plate numbers, civil records, court records and many other types of records.
These records have been collected and compiled into huge searchable databases which you can use to find people's address and/or telephone numbers. You can also use them to find people’s names and address using their telephone numbers. They work just like a search engine except that they contain specialized data that can only be accessed using part of the information from the records held.
For example, if you have a phone number, then you can use that to find out the registered owner's name and address. These huge databases contain millions of records and they are often referred to as Reverse Lookup Directories. There are many different ones around on various subjects. You'll find directories for court records, marriage records, background checks, phone and cell phone records and so on. So if you want to find people by phone number, you would need to use a reverse phone directory. These are the directories that maintain this type of records.
Most of the directories charge a small one-time admin fee. But after you've joined as a member, you get unlimited access to the records and the database.
There are other options if you want to search for people by phone number. You can hire a private investigator that will research the phone number and find out who it belongs to. Using a private investigator is very expensive but some people choose to do this because of lack of time to do it on their own. You can find a list of private investigators in your local telephone directory. Just call several of them up and ask for quotes, then choose one.
Although there are other ways to find people by using a phone number, using a reverse phone look up directory is probably the fastest way to do it. Simply write down the phone number you wish to research. Then find a directory and enter the phone number in the search box provided and click the search button to retrieve the records connected to that phone number. This whole process can take just a few seconds. The information displayed will usually include the name, address and phone provider.
One free way to perform people search by phone number is to use a search engine like Google. Enter the phone number in the search box and click the search button. If the phone number is posted anywhere on the internet, you can visit the website in question and find out more information.

Investigators: Elderly Abuse In Nearly One-Third Of Nursing Homes.
Nursing Home Abuse Increasing..
Using public records to investigate nursing home employees curbs abuse cases.
“Families turn to nursing homes to give the elderly the care and attention they need, but a congressional report out Monday says 1,600 U.S. nursing homes — nearly one-third — have been cited for abuse.” This in a report from CBS News Correspondent Bill Whitaker.
Some 5,283 nursing homes were cited for abuse violations, according to a review of state inspection records requested by Rep. Henry Waxman, D-Calif. These homes were cited for nearly 9,000 abuse violations from January 1999 to January 2001.
"We found examples of residents being punched, choked or kicked by staff members or other residents," Waxman said.
It was indeed a sad day when the time came around to place my mother in a nursing home. Even though the director was understanding and explained that almost everyone that was forced into sitting in her office and having the conversation we were having felt the same way. I could not help thinking about the first day of school when I cried and wailed and just wanted to go home with mother as she headed down the hallway and out to the parking lot. I know that I couldn’t hear her footfalls over my own crying, but to this day it seems somehow that I could. I still remember the look on her face clearly now some 40+ years later. I imagine my face looked a bit like that as I sat listening to the practiced monologue of the nursing home director. A mix between mind numbing guilt and stoic determination.
My mother has always been the rock of our family, even before dad passed she was the one you took your problems, any problems to first. She was the one who found shoes, and managed to always know when and what you were hungry for, many times before you did. Now the rock is crumbling around the edges and I just can’t leave her alone anymore. Mom has always been independent and has never needed to depend on others for her daily needs; she is the one everyone depended on and so I made good use of online background check services when I finally decided on a Nursing home for her.
I made it a deal breaker to get a list of the nurses and nurses aides that would be attending my mother, the management objected softly but in the end I got my way, and a good thing too. In the first attempt at being an from home detective I found 4 nurses aides with criminal records at the home, 2 had felonies, one for assault. I took this to the managers of moms home and threatened to sue if something wasn’t done. They now do intensive background checks on all employees. So if you really love your loved one, I advise you to join a background check website the cost is very affordable. My service gave me a 3 year unlimited search membership for only $29, it has proven its worth several times already. I can also use it to check license plat numbers and telephone numbers even teachers and new neighbors, anybody. It is proving to be the best 20 dollars I have ever invested.

What's the best christmas gift you can give this holiday, background check membership.
Background checks and cruises through the public records arena have risen over 2000% over the course of the last 2 years for a few simple reason. The first reason is that online background checks have become easier and more user friendly. Reason number two is that the cost has dropped phenominally to the point where they are affordable to anyone, not just government officials and law enforcement individuals. That makes them the best gift you can give this christmas. The best gifts keep giving like online background checks do.
Through the use of modern technologies and and a web browser, you can effectively find anyone or find out anything about anyone at anytime, right from the comfort of your own home, office or web enabled sell phone.
Turns out the hottest stocking stuffer this Christmas isn't game systems or iphones as everyone expected. The hottest gift is turning out to be information. While the economy dips it seems that American home businesses are becoming more interested in whom they do business with. Darius Harris, of athomedetective.com said in an over the phone interview “ I usually sell 10-30 3 year unlimited plans a month this close to Christmas, this month I have sold 500 and its just mid month. I expect the trend to continue. I was worried about the economy so I lowered the price, best thing I could have done.”
Wouldn't it be wonderful to never be taken for a ride or scammed again? How much would it be worth to know whom your friends, acquaintances and business associates were? Well in today's world that is more than possible, its simple, inexpensive and being done by your business competitors already. Would you ever send your child off to spend the night with a new friend without calling that Childs parents? Of course not, it's as easy as picking up the phone and dialing a telephone number, and still you don't know exactly who is on the other line. It would be nice if your telephones caller I.D also showed data about personality types, criminal activities and other dangerous activities, but it doesn't. Online background checks can actually tell you that and more, in seconds with just a name, phone number or address. Can you imagine how many parents wish that this technology were available to them before they sent their child off into the hands of danger? Why take a chance with your most loved and prized possessions, your children.
Background searches today allow you to do things only available to federal agencies And law enforcement a few years ago. There have been many, many breakthroughs in Online investigations over that time period. For instance, did you know that you can gain access to personal financial information from basic background checking and even do reverse phone number lookups? Well you can, so not only are online background investigations useful for finding out whos who, they are also useful for doing other investigation type things. Say you have a number but no name, what do you do? You plug that number into an online background check database and out pops a name and address to match that telephone number. These searches are priceless and as useful as any other gift you'll give a loved one, or yourself, this christmas.
So forget what you have heard about "public records" and "background checks" because they are not just for private investigators, they are also for private citizen investigations.
Try the best online background check deal i have found and the only service i use. Its a membership site that charges $29 for an unlimited search 3 year membership.Or if you've heard enough and you want to give a gift that is instant and will definately be there in time for christmas, do what i do. I purchase the membership and put the username and password into a card and give that as the gift. Pretty smart huh? I give good gift. Order Now

What Background check service is best and Where do they get their information?
What Background check service is best and Where do they get their information?
Online background checks just collect compiled public records. The difference is that while credit bureaus actually take information and create records for individuals (which they control, so you can change things via a dispute process), Online background check ONLY compiles records that other - public - agencies have already entered. What makes them infinitely better than trying to find all this information yourself is that they do it all day every day and have tricks, contacts, shortcuts and sources that you never will unless you use the services. So while its true that in theory you can find all the information yourself if you try, they can do 1,000,000 faster, better and more complete than you can do one in the same time.
That means that online background sites collect information from:
-The Register of Deeds will have a General Warranty Deed from when you bought a house;
- The local Clerk of Court will have a Judgment against you from when you failed to pay your college credit card for two years;
- The Vital Records agency in your state will have information about your birth/marriage/divorce/etc.;
- The Board of Elections for your state will have a record of your address, date of birth, voting history, party, and (maybe even) race;
- The internet will have your address from any document that has ever had your name on it online. This also goes for phone records.
- Your local tax office will have information on how much your house (or car, or boat) is worth, whether you've paid your tax bill, etc.;
- The local government in Jamaica might have information from when your relatives left you a house (or you might just share the same name as one of them)…
...an Online background check will show any or all of these things and many more but it Mostly depends on what the local public agencies report. From court records to school records, all your life you have been leaving a paper trail. But now that trail has been transferred to digital. You can actually get all of these things from their original sources (if you put forth hours and hours of effort); that's the definition of "public records." But employers are even checking myspace now. And with online background check services you can do things you can’t do on your own like trace telephone numbers and lisence plates, some even show you how to do things like mast caller I.D receivers. In my opinion there is no competition between the two methods.
Unlimited searches 3 year membership $29.

The biggest insurance loophole you’ll never hear about, exposed.
Most insurance companies will not cover certain dogs, but they bury the details in fine prints and page upon page of documents. This is a true story about a greedy mother who caused an innocent and loved dog to be put up for adoption. I should have named this story.."Scammers getting innocent pets killed for money. Insurance letting them."
I had a mastiff mix breed, the dog was friendly and raised among neighborhood kids. The whole community raised this dog. This dog was as gentle as any dog I have ever owned and very well trained. This dog was word command trained and signal command trained. I got the dog in a very difficult time in my life as a 6-week-old puppy and was actually my best friend and a wonderful, wonderful dog. He slept at the foot of my youngest daughters bed and was very protective of all family members.
I own my home and have lived in a mixed yet semi-ghetto neighborhood comprised of about 70% homeowners. I purchased the home in late 1996 and have raised 4 wonderful kids in it. The house next door to us unfortunately is a rental property duplex that is in the states “rent assistance” program, so sometimes the people who rent the property are not the types of individuals you would want to be neighbors with. In the last 3 years we have had burglaries, drug raids and full swat attacks on this property next door. No one has lived there longer than 6 months so we never really get a chance to know our neighbors. This house has even made it onto the news when one of the renters live in boyfriend had a standoff with the local police.
But one family in particular had been living there for about 5 months, they had kids so my kids would often invite them over for sleepover and yard play. They knew our family because they often came to our house when their mother was late letting them in after school. The mother was someone who we talked to only when she needed a favor or baby-sitter. We are friendly people and love children, having four of our own and losing two late in life to stillbirth, so we are the neighborhood parents. We throw parties for our children and invite most of the kids that we have watched grow up in our community.
One day we bought a new play set and the kids from the rental unit next-door came over and played for a few hours with our 10 year old. I neglected to mention that these kids also went to school with our 10 year old. Well on this day they played in the yard from about 10 in the morning till about 5 in the afternoon and their mom finally showed up and told them to come in the house. My daughter also went inside and took the dog, Nature, in the house also. The dog was always a part of neighborhood kids play sessions, and everyone knew the dog since the dog was about 2 months old and old enough to go outside. Well the boy and girl went across the driveway home and into the house. About 5 minutes later they came back having forgotten their shoes. They went into the backyard to get their shoes and the dog thought they were coming back to play, he takes shoes and you have to chase her to get them back. The dog is in the house but hears the kids come back and follows them into the backyard trying to get at their shoes. At this time the mother comes out (the mother is afraid of dogs) and sees the dog trying to pull off shoes and over reacts and screams. This scares the dog, the little girl and the little boy. She completely panics the kids and they run off to join their mother who has taken a stick and is trying to wallop my dog. The dog quits and runs back into the house.
About 20 minutes later we see a police cruiser and ambulance pull up next door, we of course run out to see what the problem is. The mother has called the police and told them that the dog tried to attack her kids and had actually bitten one of them. We are interviewed by the police and threatened by the police for having a vicious dog. Well the ambulance comes and determines that the scratch on the little girls leg was not a bite mark after all but a scrape from the bushes that separate the two properties. They slap a band-aide on the little one and go on their way. The police however load us down with over $900 worth of tickets, which we have to go to court on and have just recently finished paying off. We were freaking out confused wondering if the dog may have bitten the girl, we knew the dog was very gentle but stranger things have happened. We stayed there the whole time concerned for the girl, and were more than relieved when the Para-medics explained that the dog had done nothing at all to the girl. We thought it was over, but it wasn’t, not even close, the worst was still to come.
We get a letter in the mail a few days later from an attorney informing us that we were being sued for a pit-bull attack. Long story short, the insurance company settled even though we opted to fight because we knew that the dog never bit the child and even had the Para-medics and 4 city police officers agree to be witnesses for us at the hearing. They greedy and dishonest mother got a settlement for over $12,000 and our insurance got cancelled which was the most hurting blow of all of this mess. We now have a mark against us and have to settle for state insurance because no other companies will take us because of the vicious dog settlement. I really wish I could sue the insurance company for denying us our right to fight the accusation. But as they told us, “we would never have covered you if we knew what kid of dog you had.” So in this fiasco my 10 year old lost her best friend, we lost our homeowners insurance and our dog had to be given up over a dog attack that never happened, all because a insurance company has a policy that they don’t fight accusations when it involves certain dog breeds even if it is a mixed breed. Those cowards are just as bad as the unemployed rent assistance mother who lied and walked through their loopholes.
Of course we are all right two years later and my daughter was given a Chihuahua puppy by one of the neighbors and the woman moved 2 days after the settlement, she had a new car which really stung because she never had a car before. The one thing I remember most though is that the lady’s mother asked her did we own the house when she came to check on the kids after the supposed bite. And 2 days later we were sued, and they were supposed to be saved Christians. And to the insurance company, you really need to stop being cowards and money worshippers.
But now I do background checks on every person that moves into that house, I need to know what I am up against.
Great background check place.

5 reasons why pre wedding background checks are essential.
In the 5 years have been doing this online background check thing i have heard many horror stories that just have made me positive that online background checks are life savers. I have heard from both men and women, professionals and home-makers and others from all walks of life. So i have decided to publish a list of the top 5 reasons that the bulk of the "Thank you " emails i receive contain. I hope this enlightens you and possibly saves even one person from a life changing mistake, and in 99% of the cases all you need is a name and city or birth-date. Social security numbers are seldom needed and in some cases can be obtained from the search.
1. Undisclosed Debt by One or the other parties: I cant even count the number of emails i have received from individuals wishing they had done a credit check or online background check before the wedding. I will just give the general jist of one of these emails that i distinctly remember. A man wrote me and told me that he married a woman with over $35,000 in past credit card debt that she never disclosed to him before they were married. He only found out after the marriage when they went to find lending to purchase a house, which they were denied. In finding this huge sum of debt attached to himself as well as his new wife he ended the marriage, not because of the actual debt but because of the character flaw that he wasnt aware of. "if she can lie about that she can lie about anything." The debt he married into is still legally his even though the deceitful spouse isnt. I have about 100 such stories in my gmail account memory. When you marry someone in debt you are agreeing to share that debt, knowingly or otherwise.
2. Abusive Behavior: I received an email from a woman in Tampa, florida thanking me for saving her from an abusive man that she planned to marry but changed her mind weeks before the wedding. Apparently the future spouse had several domestic abuse cases in his file from 2 different marriages. The woman was unaware of any of this and only knew about one previous marriage. As a plus to this potential wedding made in hell he didn't take her calling off the marriage well at all and forced her to leave the state to get away from the man. and ironically parole from one of the cases kept the man from leaving the state to harrass her in her new state. She recently wrote me to tell me that she is now remarried and living a wonderful life so far. The ex was rearrested for beating on his girlfriend and parole violations. Of course she did a complete background check on her new husband using the guise of preparing early to seek financing for their post marriage home. "your service saved my life, thank you."
3. Registered Sex offender: Even though this is one of the most common emails i get, they still affect me the hardest. I have received upwards of 200 emails where the sender ran a background check on their spouse or fiancee and found out they were registered sex offenders from other states, some on the run. One lady even found out that her fiancees name wasn't even his name but his deceased brothers. She sent him to prison after discreetly turning him in. I have not heard from her since the email but i wrote a complete article about her bravery a few months back.I actually still get happy from these types of emails. It makes me feel a little like a hero, even though the people who send them are.
4. Criminal record, past or present: This is the #1 subject in the emails i receive and its also an obvious subject. If i had a quarter for all the people who found out that their significant others were criminals or had criminal records, i could open up a skyscraper in New York city and go head to head with Donald trump.
5. Lies or undisclosed personal information: I particularly remember one woman in texas or louisiana, cant remember which, but her soon to be husband had solicited a male prostitute just a month before she ran the check and 6 months before they were scheduled to marry. I felt pretty bad for her on that one, that one really got to me because they had been together for years before they decide to marry. The kids make it sadder.
Well now you know the Top 5 reasons why background checks saves lives before a marriage.
The best service i have found only $29 for 3 year membership, unlimited searches.

How to find a trustworthy public records service online.
One of the most common reasons for hiring a Private Detective is to find a missing or lost person but did you know that you can get access to the same databases that law enforcement agencies use to find information about people? By using these new and powerful online tools you could save yourself a lot of money in Private Eye bills.
How do you lose someone in the first place?
It could be that the person you're trying to find doesn't want to be found. They might be running from the law or have been given a new identity through the witness protection program for instance. These kinds of lost persons are the most difficult to find because the trail that you follow will run cold at the point where they changed their identity. That's no reason not to try however because it's actually quite difficult to live the life of a lie day in and day out. People tend to make mistakes and leave clues to their true identity.
Luckily most lost people don't change their identity. They're lost simply because they've moved away and you've lost touch with them. Even parents that have effectively kidnapped their children or are absent simply to avoid child support payment don't often go to the trouble of changing their identity. These people are relatively easy to find because they are still leaving an unbroken trail for you to follow.
Until recently accessing personal information on people has been the exclusive domain of law enforcement agencies and to a lesser extent, private investigators. This information is now being made available to everyone through the power of the Internet. There are enormous amounts of information from public databases being placed online every day and much of it can be accessed by anyone.
The problem that most people face when using the Internet to search for information on people is knowing where to look. Most of the data you need can be accessed for free but it is a very time consuming task just finding it and putting it all together. Fortunately people who have done all the legwork for you and put all the accessible databases at your fingertips have solved this problem. If you're looking for a Private Investigator Consultant then I would strongly suggest that you check out what's now available online. You could save yourself a lot of money.
So in the whole scheme of things the best is usually the paid background search, for time saved and information delivered. There are even really nice places that allow life-time membership with unlimited searches. Here is a list of 3 such places.

Online Dating Background Checks information promotes safe cyber sex.
Background verification in online dating is about risk reduction and it makes good sense. None of the sites can provide any guarantees that they have fool-proof systems, but they do help in reducing the risk. As social networking, online dating and the Internet increase the number of people that we can meet, it also decreases what we can know about their life history and experiences. The popularity of online dating has born numerous niche sites and background verification services to weed out the weirdos, but the true danger of sexual health has been forgotten. The media has done wonders to perpetuate the fear of being raped or murdered on a first date by someone you met online. Now naturally one should be cautious initially and meet in public etc., but this is common sense. The chances of getting murdered from your online date are infinitesimally small. Nevertheless, a criminal record check is a premium service for which hundreds of thousands of online daters pay more than $50 per month. But the best background check service i have found is only $29 for a 3 year unlimited search membership.
Unfortunately, online dating sites have overlooked what is most important, which is personal health. According to the US Department of Justice, 1 tenth of 1 percent of the population has been convicted of a sexual offense and more than 60% are currently in custody or being monitored. Because online daters are mostly between 18 to 45 years, which is about 2/3 of the total population, let’s just assume a very high number and triple the original figure; assuming that 3 in 1000 online daters are sexual weirdos. OK, sure this is something to consider, but when it comes to sex health the numbers are much scarier.
1 in 5 people over the ages of 12 has genital herpes and up to 90% don’t tell their partners. Mostly, this is because they have not been tested for genital herpes and confuse their symptoms with other temporary irritations. According to CDC, more than 1 million people have HIV in the US and at least 25% don’t know they are infected, again because they have not been tested. HIV is a fatal disease without any symptoms for 10 to 15 years or longer. OK, but you use condoms. Well, in the case of genital herpes condoms have been found to be only 50% effective in preventing transmission. This is because they only partially cover the area from which the virus may shed and be passed-on. Read our STD facts section for details, but you will also see that common curable STDs may lead to serious long-term health consequences when they go undiagnosed and untreated and they also increase the chances of getting HIV and genital herpes.
The bottom line is that the risk of contracting STDs is the most serious risk for dating, especially so for online daters. We are never going to know for certain about someone’s full sexual history and we probably never should. We are of course entitled to our privacy and this would get absurd. But, remember that there is at least a 1 in 5 chance that your date has genital herpes and a 1 in 300 chance that he/she has HIV, versus a 3 in 1000 chance that he is a sexual deviant. Criminal background checks cannot guarantee that you won’t be raped and a negative HIV test in the last 6 months cannot guarantee clean health, but you see where the priority should be and that risk reducing the risk is essential. Given that condoms alone don’t do the job, you need to at least ensure that people are getting tested and are socially responsible.
And speaking of social responsibility, stumble this article below (click the link) the more stumbles the more people see this article, you may save a life.

Background check service may have saved womans life.
This is an email i received from a reader a few days ago and i wanted to post it for new readers and old readers alike. Enjoy and feel free to send me your Public records search related stories and comments i am here from sunup to sunup 14 days a week (or so it seems) and i just want to spread the word about background checks and the usefulness that they provide.
If only i knew then what i know now
I remember the first time i saw him and actually noticed him, it was raining and i had neglected to bring an umbrella. As i sat under the rent to own furniture store awning, two building over from my new jobs entrance, wondering what i was going to do about lunch. I was in a daze i guess because later i found out that he had asked me 3 times to share his umbrella. I remember when i looked in his eyes it was like looking into a calm ocean in bermuda or somewhere tropical. I guess i went blank again but this time it only took two tries to bring me back. I thought about it for a second because i actually did not remember him, but then said yes and thank you when i figured out that i worked with him and had seen him a few times around the office. If i knew then what i know now i would have ran as fast as i could in the opposite direction.
It started out average, our runaway love affair, (Rofl) we had lunch twice more that week and after that almost every day. He was a gentleman and a hard worker that sent me flowers and even cooked for me after we got "hot and heavy" It wasnt until after we were engaged 10 months later that i discovered he was a registered sex offender and that the name he gave me wasn't even his name but his dead brothers. He was wanted in his home state for statutory rape. After we moved in together is when i found all of this out, using your service i might add, and i wanted to thank you personally. I ran his name through your website and discovered that he was using his deceased brothers identity. I found his parents and a few of his friends and they warned me away. I have always wondered what attracted this "scumbag" to me, and the best thing i can come up with is my small stature, i am 5'1" and weigh in at about 100 pounds. I was fine with my size and had never worried about what type of man I attracted, now i worry about that every man that approaches me. I have him to thank for that. But he has his extended stay in prison to thank me for but he never will because he doesnt know it was me that got his perverted tail busted.
A few weeks before finding all this out he had started to become secretive and sneaky. I wondered what the change came from and that is why i wanted to background check him. And after that 1st slap (thats all it takes for me, as i have said i am very small in size) i kicked him out and ran the background check. He stalked and begged and promised, i admit even to this day he thinks he had a chance to get back together. I took it upon myself to place him back in jail, hopefully without his knowledge, i did not want him brewing in jail thinking about paying me back, hell i watch movies. Well long story short that plan worked and now my life is pervert lying skank bastard free. Thank you, thank you, thank you for the honest helpful service you run. Deloris (fake name) in houston (fake city) haha.
Thanks Deloris (wink) i will share this with my readers. And readers feel free to send your stories and testimonials (good or bad) to me and i just may print them. If you need advice or to be steered in a better direction, i am here for that also.

Are online public records and background checks scams or legimate?
Unfortunately there is any number of unscrupulous individuals in the Internet marketplace, just like in the real world marketplace. There are online background checking websites that are good for nothing beyond taking your money. They routinely give you nothing more that the same information that you could find free on a basic Google search. I have been selling online public records investigations exclusively for the last 4 years so I have run into more than my share of con artist background check websites. But just as with anything I have learned through trial and error to recognize these charlatans and fleecers, as I call them, and steer clear of them.
Throughout my career online I have tried, used and affiliate marketed for hundreds of these websites. And after all is said and done I have found approximately 3 that were honest and offered a great service with grade a customer support. Out of hundreds. This is a very disheartening effect on the whole “paid” background check industry. Thankfully for the last 2 years I have been endorsing a great site with A-1 results, staff and support so my customers are always satisfied with their results. And this is what you as a customer needs to find. I can help you do that with 2 simple tips.
1. Try free public records websites first. Sometimes what you want to know is just sitting on Google waiting for the right keywords to activate it and bring it to the surface. I must warn you that Google searches are very time consuming and reading intensive but do work of the information you are looking for is not to in-depth. For indepth searches I recommend my own website.
2. Always look for testimonials, it is illegal to false advertise (though many do it) and the sites that do this are usually uncovered and communicated across the web to anyone interested. It is easy to type “background check website reviews” in google and go from there. And though it is fairly easy to fake a testimonial they usually look just that, fake. And steer away from thise sites that don’t display testimonials because usually they are the ones that have “been warned” by internet consumer watchdog groups.
3. Use services that offer memberships as opposed to single searches. In the long run the $15.99 single search paid background check will cost exponentially more than a paid unlimited search membership public records service. The one suggested after this post is a 3 year unlimited membership that also passes my inspection and it only costs $29.00 for the membership. This allows you to search anyone, anytime during that membership period.
4. Read the fine print. There are many good services out there but there are also many bad services out there, so you must be careful and testimonials and recommendations are the best route. Some of the bigger more reputable websites also offer tools and techniques to greatly improve your chances of finding exactly what you want. So do look for membership sites that let you do other things that you might find useful like, mask telephone numbers, search DMV records or conduct a Search from your cell phone. And they should offer the basics also like, telephone nimber checks, sex offernder searches and many others. Some just offer the initial search and uninformed consumers fall for them daily, padding their coffers.
Final word. Online public records and background check websites are all just about as good as their owners and webmasters. Some are a crock and some are useful;, helpful and positive models for the entire industry. If you find the right place this tool is amazing and will give you joy and pleasure for years to come.
I hope this helped, and if you have followed the tips and are now ready for professional quality online background checks and services. Click the more info link below. Of course if you are sure and ready to go click the I’m sold link.

Clickbank Product Search Box. Search clickbank software products like you would websites.
We have placed a clickbank product search box at the bottom of our blog. You can search for any product and be transported to 10's of thousands of products.
Ordered according to popularity so that visitors find the most popular sites first. Everyday, the popularity ranks are updated from the Clickbank marketplace feed. I originally set it up for my Background check visitors but so many others used it that i figured i may as well make a formal introduction.
Directions to use: Scroll Down to bottom of page, type in phrase or product, the software searches the content of the sites, Meta titles, Meta descriptions and Meta keywords rather than the Clickbank marketplace titles and descriptions. So you get many more results. Pretty cool huh?
When visitors enter words in the Search Box, they can search for 'All words', 'Any word' or 'Exact phrase'. Easy as a regular search engine.
Thanks to Darius at our sister site I hate marketing gurus.

Dirty tricks to catch your spouse or lover cheating. Find the truth.
Allot of you reading this might understand what I am trying to explain, at least I hope so.
Have you ever been in a relationship where you loved someone and knew they loved you right back, but still had a nagging feeling that hey were cheating? You don’t really have any proof, just a relentless feeling that they were cheating or at the least lying? After a while of that you start to go crazy a little. You search clothes pockets and stalk and all manner of embarrassing things, everyone thinks its about the man/woman, but its really all about that feeling, and it starts to become an obsession. And while you are obsessed with find out for the sake of the feeling you feel, everyone else thinks you are chasing after a lover. You spend more time watching them and calling them and invading their privacy. But its not your fault, You tell yourself, its their fault for lying. And don’t catch them lying or else you are never gonna give up the search and you are officially sprung, hung up, obsessed, a stalker, basically a weirdo and crazy person.
Why go through all that in this modern age? Nowadays you can find out anything about anybody instantly. Don’t let your relationship make you make yourself look like a fool. Do something about it. Below are a few dirty tricks that can help you find out about your significant (hmph) other.
1. Background checks: Background checks are the easiest way to find out about somebody.
You get what you pay for so…..
2. Make use of modern technology: If they have a cell phone, go into the settings or options part and change their auto-answer settings to on. Using that feature it tells the phone to automatically answer after a certain number of rings. Why is this a good way to see if he/she cheating you ask? Because, imagine its 11:30pm and your “other” tells you he has to make a run, and you assume he is going to go to anothers arms. Well with the auto answer on, you can give him/her enough time to get where they are going and then call. If the ringer is off the phone will still answer the call, leaving the mic and hearing on. If it’s on, he/she will look at the number and let it ring, tossing it aside but the phone will still answer and let you hear. If you cant catch a person that way, you don’t need too, its that easy.
3. This should make you feel like a loser but check the condition of the sink and washcloth to see if they are in the same condition (wet or dry) when they return.
4. Check with the people at catch a cheat, they really have allot of the signs cataloged.
I am only telling you these steps to keep you from clowning yourself or making a fool out of yourself in those times where you just have to know or go crazy.

The latest "must have" power toy", as seen on CNN. Best gift ever!
I got a membership to "at home detective" for my 50th birthday by my youngest daughter emily who also gave me a round trip ticket to vegas, shes a flight attendant and gets travel tickets really cheap. And with a trip to vegas in the package i really forgot about the background check gift.
I returned home from vegas and i just happened to look at the Card my daughter gave me and the Password and username fell out on the table. I went to the computer and tried it right then and there. There hasn't been a day since then that i haven't used it. It was easy to log into and it was easy to understand and use. The results blew me away. Thats first day and night i must have searched everyone i know, knew or have ever met. I found out all sorts of things i would have never known. About people i would have never guessed.
I found out that sisters fiancee has a warrant in texas where he is originally from. I also found out that my nieghbor or my very block is a registered sex offender. That was an eye-opener.
I think this is the best gift i have ever received. I can check anyone, anytime. Friends, relatives, business associates. Now you really do have to get up early in the morning to fool me. I even ran ever business contact and found a few useful tidbits. I love you online background check website. It even works from my laptop and phone browser. I feel like James Bond.

Investigate or find anyone instantly online. Learn how.
Consider the following scenario. At 9 o'clock one Monday morning, the owner of a local business makes a frantic call to your agency's fraud unit. She reports that she arrived at work early that morning and was surprised to find the office manager, a 5-year employee, already busy at the computer. He appeared extremely nervous, and as the owner approached the computer, she discovered that he had gained unauthorized access to the company's payroll files.
When asked why, the office manager nervously responded that he thought the system had miscalculated the withholdings on his last paycheck, and he was only "checking it out." Suspicious of this response, the owner checked the computer's access log for the payroll system, something she had not done for some time.
Her inquiry revealed that the office manager had accessed the system before and after each payday for the past year. Investigating further, the owner made a startling discovery. The company that prepares her firm's checks had been issuing 60 paychecks every pay period, even though she employs only 55 people.
Confronted with the discrepancy, the office manager admitted to "borrowing" some funds. Heavy drinking had dulled his memory of exactly how much money he had "borrowed." He refused to answer any more questions and tendered his letter of resignation.
When the police responded, the owner promised to cooperate with the investigation. Yet, she also informed the officers that she could not afford to have her business disrupted in any way.
This unfortunate business owner had fallen victim to a computer manipulation crime, an offense that involves changing data or creating records in a computer system to commit another crime,(1) in this scenario, embezzlement. Although the law enforcement community has recognized the seriousness of these crimes for more than a decade,(2) investigations typically have been complicated, time-consuming, and disruptive to the victim's business operations. However, using a technique known as downloading, law enforcement agencies now can use their computer software as an investigative tool to solve computer manipulation crimes quickly and easily.
NOT FOR COMPUTER EXPERTS ONLY
Downloading is the process of transferring a computer program, file, or other electronic information from a remote database or other computer to a user's own computer.(3) When investigating computer manipulation crimes, law enforcement officers can download the victim's computerized financial records to a disk, return to their office, and use their agency's software to reorganize the data into a format that enables them to detect falsifications.
Specifically, downloading enables investigators to sort, select, and organize entries in whatever manner the investigation demands. This method makes analyzing the data much easier than manually examining journals, ledgers, or check registers in whatever manner the entries might be organized, such as by date or check number.
Investigators can examine only those entries that may be evidence of a crime - such as checks with false payees, fictitious voided checks, or checks for large dollar amounts - without searching every computer entry and every canceled check by hand. By reducing the number of computer entries investigators need to compare to hard-copy evidence (for example, canceled checks, vouchers, or invoices), downloading permits easy detection of any discrepancy and/or falsification the embezzler used to conceal the crime.
In short, downloading allows law enforcement agencies to use commercially available software to analyze volumes of data without seizing computer equipment, disrupting the victim's business, and manually searching every piece of evidence. Downloading possesses clear advantages over the methods traditionally used to investigate computer manipulation crimes.
TRADITIONAL INVESTIGATIVE METHODS
Some investigators note that investigations into computer manipulation crimes comprise 90-percent detective work and 10-percent computer work.(4) This division between detective and computer work also is reflected in the two types of software law enforcement officers traditionally have used to solve these crimes - investigative and application software.
Investigative Software
Investigative software allows users to search computer systems, particularly the computer's hard drive, for hidden files or data, that subjects sometimes conceal in a deliberate attempt to thwart law enforcement. For instance, drug traffickers might hide information about their foreign bank accounts on a hard drive.
Investigative software packages typically prove most useful in cases involving uncooperative subjects whose business is crime. In such cases, investigators must serve a search warrant and seize all of the components of the computer system,(5) a cumbersome, time-consuming, and disruptive process.
In computer manipulation cases, however, subjects most often commit their crimes against their employer, who operates a legitimate business. Furthermore, these subjects usually have limited computer expertise; rather, they have a general understanding of how the victim's computer system works and where its weaknesses lie. This limited knowledge allows them to manipulate the system, but not to hide files. For this reason, traditional investigative software is inappropriate in these types of crimes.(6)
